After a chase ends in a tunnel disaster involving hazardous cargo, both exits collapse and a small group is trapped underground. With fire, rising water, and failing infrastructure closing in, a former emergency-services leader steps in to guide the survivors through a series of dangerous obstacles toward a way out.
